Mining Qualifications Authority is looking for a Supply Chain.
Total Annual Package R1, 275,326.11 (TCTC) (plus a possible 20% performance bonus)
The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) that facilitates skills development training in terms of the Skills Development Act 97 of 1998, under the Department of Higher Education and Training (DHET).
The MQA also supports mine health and safety for the mining and minerals sector in terms of the Mine Health and Safety Act 29 of 1996, under the Department of Mineral Resources and Energy (DMRE).
Role Purpose
The Supply Chain Manager will be tasked with, amongst others, providing both strategic and tactical support on matters relating to supply chain management.
The successful candidates will report to the Chief Financial Officer (CFO).
Key Performance Areas
Risk and Compliance Management:
• Ensure the provision of a sound financial management within the organisation.
• Oversee the implementation of compliance to all Finance, supply chain management (SCM) and IT policies in line with legislation and best practice.
• Oversee the management of financial aspects of all company transactions including contracts.
• Ensure the approval of all agreements concerning financial obligations, such as contracts for raw materials, IT assets, and services.
• Identify strategic and operational risks and ensure mitigation of such risks.
• Report to the Audit and Risk Committee and the Board on the strategic and operational risk.
Financial Management:
• Oversee the budget process, collecting the inputs, and comparing the company’s actual performance with the approved budget.
• Establish and maintain lines of communication with investment bankers, financial analysts.
• Ensure that the budget is developed and it is aligned to the business plan.
• Drive the budgeting and the business planning processes.
• Manage all costs in line with budget.
• Investigate and address any items of over expenditure.
• Review the monthly expenditures and explain and / or address all areas of discrepancy.
Strategic Reporting:
• Ensure the accuracy and completeness of financial information for effective decision making.
• Conduct meaningful proactive analysis to improve key business decisions focusing on the management of the budget.
Development and implementation of a procurement plan and sourcing strategy in line with National Treasury prescripts:
• Analyse the organisation’s procurement needs and develop an annual procurement plan.
• Present the plan to the CFO for pre-approval.
• Submit the approved plan to National Treasury within the agreed time frames.
• Monitor strategy implementation to ensure the achievement of procurement objectives within agreed time frames.
• Remain abreast of industry.
• Keep abreast of standards and best practices and make recommendations to the MQA management on what is relevant for the organisation.
• Implement and manage the National Treasury supplier database.
• Drive the development of innovative procurement solutions.
• Achieve the supply chain and procurement objectives.
Achievement of supply chain and procurement objectives:
• Liaise with end-users to understand their procurement needs and assist with the development of accurate, complete specifications.
• Analyse specifications and recommend sourcing strategies to end-users.
• Perform market assessments to develop the most appropriate sourcing strategies (tender versus quotations).
• Implement a procurement sourcing strategy.
• Source and manage negotiations with suppliers
• Liaise with relevant stakeholders to draft and manage procurement contracts.
• Manage supply chain management queries.
• Provide guidance to business, for example on discounting and on contracting.
• Analyse the compliance of sourcing strategies with SCM policies and make recommendations to the CFO on the action to be taken.
• Continually evaluate the effectiveness of current systems and processes with a view to increasing efficiencies; implement changes and monitor the effectiveness thereof.
• Prepare and provide procurement reports to various entities (e.g., National Treasury, DHET, DMRE and auditors).
Supply Chain Management:
• Oversee the implementation of SCM plans and the sourcing of goods and services.
• Ensure the minimisation of costs and the elimination of fruitless expenditure.
Customer Focus Internal and external stakeholder engagement:
• Liaise with preferred suppliers to negotiate costs.
• Liaise with relevant line managers to manage vendor performance in line with SLAs (Service Level Agreements) and take remedial action where necessary.
• Build and maintain relationships across the organisation.
• Provide hands-on training on supply chain management processes.
• Guide, advise and provide support on compliance to the SCM Policy.
• Monitor the establishment and function of the Bid Committees (Bid Specification Committee, Bid Evaluation Committee and Bid Adjudication Committee).
• Train Bid Committees and advise on the awarding of bids for compliance to all regulatory requirements.
People Management:
• Manage team performance.
• Ensure the development, guidance, and empowerment of the team to deliver on the business unit’s targets.
• Ensure that the performance contracts are in place prior to the start of each financial year in line with the DHET strategy and plans.
Cost containment:
• Continually identify opportunities to drive down procurement and operational costs.
• Use influence to create a culture of cost-saving without compromising quality of service delivery.
• Ensure compliance with cost containment measures.
• Develop mitigating strategies to ensure alignment with cost containment measures.
Key Requirements: Qualifications, Experience and Competencies
Qualifications:
• A relevant Batchelor’s degree or equivalent at a NQF 7 level in the fields of supply chain management or related discipline.
• An Honour’s degree or equivalent NQF Level 8 qualification in the abovementioned fields will be an added advantage.
Experience:
• A minimum of seven (7) years’ experience in supply chain management, of which five (5) years must be at management level in a similar environment, is preferred.
• Engagement with Board and/or senior public servants and experience in the SETA environment will be advantageous.
• Sound knowledge of the relevant legislation and regulations that govern the financial operations of a SETA.
