The key purpose of this role is to meet the target for Learning Division: Youth as set by DHET. To execute on the Learning Division: Youth administration and record keeping processes pertaining to the Youth programmes implementation.
Responsibilities:
1. Learning Division Administration and Support 60%
• Create and enhance the online application format on the Indicium System for Learnership applications from employers
• Extract data from the system relating to the Learning Division applications and execute a desktop assessment
• Submit spreadsheet with applications to the Specialist for assessment and approval
• Execute site visits of the employers applying for the first time
• Create employer specific recommendations letters and submit for approval to Learning Division Manager
• Print approved recommendation letter for the Manager and CEO signatures
• Scan signed letters to folders for employers and according to financial periods
• Forward signed recommendation letters to the employers
• Collect learnership agreements with all the required attachments and documentation required for the learnership implementation
• Create a spreadsheet for uploading learner details into Indicium system.
• Check received documents for accuracy and receipt against the spreadsheet data.
• Combine spreadsheets for all employers and upload into Indicium system
• Create the funding agreement between INSETA and the employer for signature by both parties.
• Request proportional invoice for initial payment upon receipt of the signed agreements
• Prepare the payment batches for submission to and payment by Finance
• Track actual commitments and payments between INSETA and the employers
• Receive 6 monthly progress reports for the individual learners to confirm participation as per the agreements
• Request and receive closure reports from employers to confirm completion of the learnerships
• Upon confirmation of closure the final tranches are effected by means of an invoice and payment by Finance
2. General Administration 40%
• Continuous tracking and follow up on all documentation and queries
• Develop and maintain an electronic filing system
• Ensure that all documentation is drafted accurately within turnaround time, filed securely and confidentiality is maintained on an ongoing basis
• Preparing and distributing packs for meetings periodically and on an ad hoc basis
• Co –coordinating and arranging all travel, venue and accommodation within area of work
• Sorting and acknowledging all incoming correspondence
• Handling stakeholders’ queries via telephone, e-mail or walk in clients
• Providing administrative support to the Learning Division Programs Specialist and Manager
• Ensure that all information is kept confidential and filed securely
• Ongoing client communication.
• Provide all required documentation and information as required by DHET and Auditors
Requirements:
• Grade 12 or equivalent is required plus any NQF5 tertiary administration/ project administration / business administration or related qualification.
• NQF 6 qualification in Administration and Office Management
• Minimum Requirement: A minimum of 1 to 2 years relevant experience in administration
• Preferred Requirement: Appropriate experience in the Public Sector environment.
• Minimum Requirement: Knowledge and understanding of the PFMA and NT regulations
• Preferred Requirement: Knowledge and understanding of the appropriate legislative and regulatory frameworks. (PPPFA, BBBEE etc.)
